2004 - 2006 Biennium

The 2004-2006 biennium began on July 1, 2004 and ended on June 30, 2006. Governor Warner's proposed Executive Budget for the biennium was introduced in December 2003 and was considered by the 2004 General Assembly, which convened on January 12, 2004 and adjourned on March 16, 2004. The 2004 General Assembly then convened in a special session to consider the budget, and eventually passed a budget for the 2004-2006 biennium. Governor Warner proposed amendments to the budget, which were acted on by the General Assembly in a reconvened session. Governor Warner signed the 2004-2006 budget into law on June 25, 2004, as Chapter 4, 2004 Acts of Assembly. The amendments to the 2004-2006 biennial budget were reflected in the Budget Document titled "Executive Amendments to the Biennial Budget." The General Assembly met again in January and made some changes to the budget which were signed into law in May 2005 and became Chapter 951, 2005 Acts of Assembly. Final admendments to the 2004-2006 biennial budget were made by the 2006 General Assembly and are reflected in Chapter 2, Special Session 1, 2006 Acts of Assembly.
