Budget Divisions
The following divisions have primary responsibility for many of the major functions of the
agency, including developing and executing the state's budget. They are organized generally
along the lines of the Governor's secretaries, with one division serving a coordinating role.
Commerce, resources, and finance
This division provides analysis and advice in planning, budgeting, policy development, and
program evaluation for the Governor and the Secretaries of Commerce and Trade, Finance, and
Natural Resources.
Education
This division provides objective and comprehensive analyses of policy, programmatic, and
budgetary issues in the higher education arena to the Governor, Secretaries of Education
and Finance, DPB director, and the General Assembly.
Health and human resources
The division directs the review of budget, policy, and legislative issues for the
Commonwealth's complex network of social and health-related activities. This includes formulating
policies and procedures that are responsive to the constituents served and consistent with the
administration's priorities, law, and revenue expectations. Through objective and thorough
analysis, the health and human resources budget team provides analysis and budgeting advice to
the Governor and the Governor's Cabinet to ensure that state resources are used in a manner
consistent with the Governor's objectives.
Transportation and public safety
This division provides assistance to the Governor; the Secretaries of Transportation, Public
Safety, and Administration (related to Compensation Board issues); associated agencies; and to
the judicial system for development and execution of the budget within the context of law, public
policy, and efficient use of available resources.
Budget operations
This division designs and manages the process for soliciting operating and capital budget
requests, analyzing the requests, and transforming various analyses and policy decisions into
budget recommendations. This includes formulating policies and procedures that are
responsive to the administration's priorities, state law, and revenue constraints. This
division is responsible for planning, developing, and coordinating the budget bill and
budget document. It develops policies and procedures for budget execution. It also coordinates
the forecasting of nongeneral fund revenues, the development of Executive Orders for the Governor,
and special budget execution projects for the Governor and Secretary of Finance. This division
guides the development and implementation of statewide and agency level performance management
systems. These systems integrate evolving strategic planning, program and performance
evaluation, and performance-based budget initiatives designated by the Governor, General Assembly,
and Council on Virginia's Future. Lastly, this division conducts budget analysis and formulates
recommendations on statewide compensation issues and other issues that cut across budget
divisions, as well as K-12 education, and provides analysis and budgeting advice to the Secretary
of Administration and the Secretary of Technology.
Other Divisions
Economic and regulatory analysis
This division is responsible for assessing the policy implications and estimating the economic
impact on Virginia of all proposed regulations. It coordinates the rulemaking process and
advises the Governor's Secretaries and Policy Office concerning regulatory matters. This
division is also responsible for forecasting major budget items such as Medicaid expenditures,
AFDC caseloads, and prison populations, as well as quantitative and independent research on a
wide array of subjects.
Information and administrative services
This division develops and implements automated computer systems for the agency which manage
the Commonwealth's budget development and execution activities, including production of the
budget bill. It also administers the agency's computer network and web site. This
division also provides accounting, procurement, employee relations, and facilities management
services for DPB.
Best Management Practices
As issues confronting state agencies continue to become more complex, there is a growing need for agency leaders to seek more effective methods for managing their business processes. Established in 1999, the Best Management Practices division undertakes short-term, in-depth, and confidential examinations of state agencies at the request of the Office of the Governor or executive branch agency heads. The division seeks to identify those areas that need improvement, to clarify causes of inefficiencies, and to provide and recommend implementation of best business practices for each situation. The guiding philosophy of the division is to act as internal consultants, treating the affected Secretary’s Office as the chief client and, by extension, the agency head as a secondary client. Strict adherence to this approach allows the division to serve as confidential advisor on sensitive issues and to freely present consequences and benefits of alternate policy options. The division seeks to improve agency operations, subject always to the policy guidance of the Governor’s Office.
